Special Commissioner of Police, Traffic, Bengaluru City

Dr. M. A. Saleem has worked as Special Commissioner of Police, Traffic, Bengaluru City between November-2022 to May-2023.  A special post was created especially for him to streamline the chaotic traffic of Bengaluru City.

During December 2022 in Bengaluru City, nine high density junctions were marked, where traffic congestion was prevalent. In all these junctions, by scientific observation new initiatives were implemented which helped in reducing the traffic congestion completely.  Apart from this, traffic regulation has been given top priority while enforcement of traffic rule is being shifted to contactless. Due to this, traffic movement has become comfortable apart from this, travel time has been reduced.

In order to reduce congestion and journey time, traffic regulatory measures were introduced in many roads / junctions in Bengaluru City.

Introduced an advanced Intelligent Traffic Management System (ITMS) in 50 junctions across the city. ITMS has automatic enforcement cameras like AMPR and RLVD, detect traffic violations. Due to ITMs, Bengaluru Traffic Police is presently booking daily 20,000 traffic violation cases through contactless and transparent manner.

With the support of Karnataka Legal Services Authority, introduced a system of rebate on pending traffic fines. It resulted in disposal of 50.23 lakh long pending traffic violation cases. Total fine amount collected during rebate period is Rs. 136.77 crores.

Due to strengthening of Automated Challaning System the contactless booking of cases went up to 97 per cent of the total cases booked against the violations of traffic rules.

About 4100 cases under section 283 IPC booked for all undesirable behaviour like footpath parking and footpath riding during the first three months of 2023.

Additional Director General of Police, Administration

Dr. M. A. Saleem has worked as Additional Director General of Police, Administration for over three years between August-2019 to October-2022.

During the period, streamlined the functioning of administration sections of Police Headquarters to ensure minimum pendency. Due to effective supervision, gradation lists of all ranks were published on time. Played a key role in promoting officers of all ranks to bring the promotional vacancies to zero.

Day-to-day monitoring of budget and financial resources of the department resulted in timely disbursement of salaries and availability of funds under various heads to all units. Continuous interaction with unit officers led to optimum utilization of entire police budget for the year 2021-22.

As Secretary of Police Establishment Board, brought in transparency in transfers and postings in Police Department.  
During this period, played a key role in establishing Police Establishment Board to streamline transfers and postings of police officers.

During the period, restructuring of police stations were done to ensure that a minimum of two PSIs are allocated to every police station in the State.  Further, implementation of up-gradation of 139 Police Stations from PSI to Pl police stations were done in the year 2021-22.

Cadre and Recruitment Rules of various cadres were modified of various cadres to remove anomalies and glitches in recruitment and promotions of various ranks in the State.

Coordinated with Karnataka State Police Housing and Infrastructure Development Corporation for construction of 10,034 quarters under Police.

COVID-19 pandemic was effectively handled across all the units and Police Stations due to effective supervision from Police Headquarters. Monitoring of health condition of Police personnel who were infected with COVID-19 virus on a daily basis resulted in fewer police casualties. Sufficient funds were made available to all the units for procurement of safety equipments for policemen.

Additional Director General of Police, Public Grievances and Human Rights

Dr. M. A. Saleem held the additional charge of Addl. Director General of Police, Police Grievances and Human Rights from February-2021 to October-2022.  During this period;

Streamlined Arogya Bhagya – A health scheme for police personnel and their families.  Through constant follow up, increased the annual government grants from Rs.50 crores to Rs.100 crores for Arogya Bhagya Scheme.
All pending hospital bills were cleared and the scheme was made hassle-free  and efficient.
In order to provide educational facilities of children of police personnel, a new Police Public School was established in Davanagere during this period. 
The Police Public School of Dharwad was reestablished by providing additional funds.

Memorandum of understanding were signed to provide insurance cover for policemen held salary accounts.
Coordinated with National Human Rights Commission and State Human Rights Commission to upheld human rights of all persons who come in to the contact of police.
As Member-Secretary of Police Complaints Authority, ensured transparent enquiries were conducted against law enforcement authorities in cases of excesses.
 
Additional Director General of Police, Crime and Technical Services.
Dr. M. A. Saleem has worked as Additional Director General of Police, Crime and Technical Services between January-2018 to July-2019.  During this period;

Special focus was made on offences against women & children.

Positive interaction with various statutory Commissions like National Commission for Women, State Commission for Women, State Child Right Commission, V.S. Ugrappa Committee of Crime against Women & Child etc. Coordinated the preparation of Standard Operating Procedure for investigation of POCSO Act cases in Karnataka State.

Conducted workshops on investigation of crimes against women and children for investigating officers.
Close coordination with CID, RBI, IT department and other related Agencies was done to share economic intelligence to curb economic offences. Contributed to State level coordination Committees, Regional economic Intelligence Council and other Committees to enhance effectiveness of State Police units to monitor economic crimes.

Conducted special drive against narcotic drugs.

Implemented Karnataka Public Safety Act across the State.

Inspector General of Police, Eastern Range, Davanagere.

Dr. M. A. Saleem has worked as Inspector General of Police, Eastern Range, Davanagere between January-2017 to December-2017.  During this period;

Due to meticulous planning and effective supervision, law and order was maintained in all the districts of Eastern Range without any untoward incidents during the entire year of 2017.

Detection of property offences increased from 40% in 2016 to 75% in 2017.

Conducted 4 Range level Acquittal Review Committee Meetings -Action was initiated against 76 Police officers for lapses in investigation during the year 2017.

Road accidents were reduced by 10% in 2017 when compared with 2016.

Strict traffic enforcement led to increase in number of cases from 3.14 lakh in 2016 to 6.93 lakh in the year 2017.
Implemented Helmet Rule in Davanagere City by booking 213205 cases in 2017.

Received President Police Medal for Distinguished Services – Republic Day – 2017.

 

Inspector General of Police, Anti-Corruption Bureau.

Dr. M. A. Saleem has worked as Inspector General of Police, Anti-Corruption Bureau between March-2016 to December-2016.  During this period;

Established a newly created Anti-Corruption Bureau, Karnataka State as the Inspector General of Police and also the first I/c Addl. Director General of Police.

Established all the 30 ACB Police Stations in 30 districts of Karnataka.

Established fully equipped ACB Headquarters at Khanija Bhavan, Bengaluru.

90 per cent of staff identified and filled in ACB by December, 2016.

Supervised investigations of 153 cases under PC Act registered in all the ACB Police Stations.

Two courses conduced for training of ACB officers at KPA Mysuru.

Additional Commissioner of Police, Traffic, Bengaluru City.

Dr. M. A. Saleem has worked as Additional Commissioner of Police, Traffic, Bengaluru City between April 2015 to March-2016.  During this period;
Achieved lowest road accidents for the last 20 years.  Total accident reduced to 4828 in the year 2015 compared to 5004 in the year 2014.
Total 70,26,671 cases are booked against violators of traffic rules and fine amount of Rs. 70,44,38,276/- is collected during the year 2015.
A total of 30,66,052 cases are booked against the traffic violators through enforcement and surveillance cameras and automation enforcement systems during the year 2015-16.
Traffic Advisory Committees were formed in all 43 Traffic Police Stations.
Citizen Forum Meeting scrupulously held on every 3rd Saturdays in all Traffic Police Stations.
Innovative Public-Eye Mobile App and B-Safe Mobile Apps were started to seek people’s help in traffic enforcement and safety of auto passengers.
Conducted successful campaign against Drunken Driving and Over Speeding.
Implemented Helmet Rule for pillion riders through effective campaign.
Conducted lane discipline and drive against use of mobile phone campaigns.

Commissioner of Police, Mysuru City.

Dr. M. A. Saleem has worked as Commissioner of Police, Mysuru City between July-2013 to April-2015.  During this period;
Effective supervision resulting in Zero communal problem in the city in the year 2014-15
Dasara festival was organized systematically without any untoward incidents
Achieved 60% reduction in chain snatching crimes in Mysore City during 2014-15
Achieved 125% detection of stolen property during the year 2014-15
Launched Mysore Traffic Improvement Project M-Trac in Mysore City.
Fatal accidents reduced from 141 to 96 during the year 2014-15.
Introduced a System of Suspension of Driving Licenses for repeat offenders
Launched ABHAYA programme for aged lonely citizens, introduced Citizen Forum and Traffic Warden in Mysore City.
Launched Civilian Rifle Association.

Additional Commissioner of Police, Traffic, Bengaluru City.

Dr. M. A. Saleem has worked as Additional Commissioner of Police, Traffic, Bengaluru City from August-2011 to July-2013.  During this period;
Achieved lowest road accident for the last 20 years.  Total accident reduced to 5502 and fatalities reduced to 755 in the year 2012-13.
Total 5204800 cases are booked against violators of traffic rules and fine amount of Rs.53,85,17,929/- is collected during the year 2012-13.
A total of 1624715 cases are booked against the traffic violators through enforcement and surveillance cameras and automation enforcement systems during the year 2012-13.
Traffic advisory committees were formed in all 39 Traffic Police Stations.
Citizen forum meeting scrupulously held on every 3rd Saturday in all Police Stations.
Innovative Public-Eye programme started to seek people’s help in traffic enforcement
Conducted successful campaign against Drunken Driving.
Implemented Seat Belt Rule through effective campaign.
Successfully conducted Lane Discipline and Ambulance Priority campaign.

Inspector General of Police, Administration.

Dr. M. A. Saleem has worked as Inspector General of Police, Administration from March-2011 to July-2011.  During this period;
Streamlined aministration, especially human resource management in Police Department. 
Totally 17 provisional and final gradation list of various ranks were finalised and published during the year 2010-2011.  Notably the final gradation list of Police Inspectors (Civil) which was last published in the year 1999.
Processed and finalised proposal for promotion of 257 officers of various rank (Inspectors and above) in the Police Department.

Deputy Inspector General of Police, Headquarters.

Dr. M. A. Saleem has worked as Deputy Inspector General of Police, Headquarters from June-2010 to February-2011.  During this period;

Played a key role in procurement and distribution of uniforms and other kit articles to all police personnel in the State.

Constant and periodic reviews of departmental enquiries in the Police Department helped in maintaining discipline in the Department.

Prompt response to all appeals from police personnel helped in improving morale of police force.

Played a key role in procurement and distribution of arms and ammunitions to all the police units in the State.

Received President’s Police Medal for Meritorious Services during Republic Day – 2009.

Director, Security and Vigilance and Incharge Director Personnel and Environment, KSRTC

Dr. M. A. Saleem has worked as Security and Vigilance and Incharge Director, Personnel and Environment from August-2007 to May-2010.  During this period;

Achieved highest ever profit of Rs. 57.70 Crores for KSRTCiin to year 2008-09

Achieved highest ever revenue of Rs. 1635 Crores in the year 2008-09

A record number of 56310 cases of pilferage were detected in line checking and penalty amount of Rs. 72.84 lakhs were collected.

Compared to the year 2007-08, penalty amount collected isa 15% more for the year 2008-09.

Introduced AVATAR Reservation System– Anywhere Anytime Reservation System of booking of travel tickets in KSRTC buses.
Established Centralised Control Room in KSRTC.

Supervised 340 enquiries relating to conduct of KSRTC Eployees.
Introduced Parcel and Courier Service in KSRTC which will fetch considerable revenue to State Transport Corporation.

Participated in the preparation and presentation of DPRs for Rollin Stock Augmentation project for Mysore City under JNNURM and got sanction of Rs. 38.00 Crores from Central Government.

Introduced the concept of third party insurance for buses in KSRTC

Received National Award for E-Governance from DoPT, Government of India.
 

Deputy Commissioner of Police, Traffic East Division, Bengaluru City.

Dr. M. A. Saleem has worked as Deputy Commissioner of Police, Traffic East Division, Bengaluru City from August-2003 to May-2007.  During this period;

Converted 128 roads in to one-way roads and reduced traffic congestion in Bengaluru City.

Supervised flawless traffic arrangements during the visits of VIPs including President and Prime Minister of India and other foreign heads of State.

Safe Route to School Project was developed and launched for safety of school children as well as de-congestion of city roads.

Introduced Auto Drivers ‘Display System to ensure harassment free Auto-Rickshaw service to Public.

Prepared health profile of all the traffic policemen of the city.
Conducted special drive to ensure road safety and rate of accidents remain constant in spite of inclusion of new areas in Traffic East Division. 

Effectively implemented helmet rule to prevent head injuries to two-wheeler riders.

A total number of 614 police officers and men were trained in TTI, Bengaluru.

Introduced Simputers to enable Traffic Policemen to book cases of traffic violations digitally.

Conceptualised Bengaluru Traffic Improvement Project (BTRAC) which became prime project for traffic management in Bengaluru City for a decade.

Converted Traffic Zone units into Traffic Police Stations by opening 29 Traffic Police Stations.

Developed Traffic Children’s Park to train school children in Road Safety.
Re-established Traffic Warden Organisation through motivating concerned citizens to volunteer and been Traffic Warden.
Students’ Association for Road Safety (SARS) was initiated to involve students in Traffic Management and Road Safety.

Received IRTE Prince Michael International Award for Road Safety.

Received Rotary Excellence Award.

Deputy Commissioner of Police, East Division, Bengaluru City.

Dr. M. A. Saleem has worked as Deputy Commissioner of Police, East Division, Bengaluru City from July-2002 to July-2003.  During this period;

15 Professional Dacoity cases were detected East Division.

10 sensational fire arm robbery cases during the year apart from 600  professional property offences which were detected during the period.

Property offences were reduced by 25% in the year 2003 when compared to the same period in previous years.

Supervised the detection and investigation of Frazer Town Police Station Crime No. 472/2002 U/s 3, 4, 5, 6 of explosive Substances Act 1908 and 120(B), 153 (B) IPC, wherein huge quantity of arms, ammunitions and explosives were seized by arresting 11 Tamil extremists.

Prepared a Re-organisation plan of Bangalore City Police.
Computerisation of all criminal records like MOB Cards, rowdy sheeters, list of Senior citizens, IPR case records PT case particulars etc

Superintendent of Police, Hassan District.

Dr. M. A. Saleem has worked as Superintendent of Police Hassan District from July-2000 to July- 2002.  During this period;

During the period in question inspected all the units in the District.

During the period there was no Law & Order problem in the district. Neera agitation of Ryot Sangha at Arsikere and C.R. Patna and Communal incidents in the aftermath of Godhra incident in Gujarat at Arsikere was effectively handled. Election to muncipal bodies were conducted without any incident.

3 Sensational cases of dacoity were detected during the period.  They are; Belur Ps Cr. No. 180/2001, Halebeedu PS Cr. No. 109/2001 and Arehally PS Cr. No. 106/2001.

Professional property offences were reduced by 33% during the year 2001. The break-up is as follows;

Detection of Property Offences recorded on all time high of 60% during the year 2001.

600 Civil Police Men were given short term training in 12 batches. The duration of the Refresher Course was 15 days.

Various Community Policing Schemes like ‘ Spandana’- Women Helpline, ‘Aasare’-‘Social Security for aged’, ‘Sanjeevini’- ‘Quick Reaction Team’ Listing of households and Traffic Wardens system were given prominence and they were effectively Implemented during the period.

Guidelines on Strategic Management of District Police Force issued were fully Implemented.

76 children of Police Personnel were given training in security duties and they were sent for security jobs, with private agencies.
Free coaching classes for children of Police Personnel for SSLC examination was conducted.

A new tailoring centre to train wife’s of Police Personnel in tailoring was commenced during the period.

Police Consumer Co-Operative society was established during the period.

Deputy Commissioner of Police, Law and Order, Mysuru City

Dr. M. A. Saleem has worked as Deputy Commissioner of Police, Law and order, Mysuru City from August 1997 to June-1998.  During this period;

Maintained law and order in Mysuru City without any untoward incident.

Conducted world famous Dasara Festival with robust planning and effective implementation of public safety guidelines.

Introduced “Night Hawk” a new initiative to reduce house breaking thefts by night.

Incapacitated a tiger which had escaped his cage from Mysore Zoo and prevented human casualties
As incharge Commandant of Mounted Police Unit, procured new horses to strengthen Mounted Police in Mysore City.

Played a key role in getting additional staff sanction from Government to Mysuru City Police.

Assistant Superintendent of Police, Sagar Sub Division

Dr. M. A. Saleem has worked as Assistant Superintendent of Police, Sagar Sub Division from November-1996 to July-1997.  During this period;

During this period conducted raids in various villages prone to timber smuggling and seized forest products worth crores of rupees.

Through constant and preventive measures eliminated Matka Gambling from Sagar Sub division.

Assistant Superintendent of Police, Kushalnagar Sub Division

Dr. M. A. Saleem has worked as Assistant Superintendent of Police, Kushalnagar Sub Division from November-1995 to November-1996.  During this period;

Maintained law and order in the Sub Division without any untoward incident.

Kodagu being in the Malnad area kept a constant vigil to prevent poaching and smuggling of forest produce.

Investigation of criminal cases were given priority to prevent occurrence of professional crimes in the Sub Division.
Developed a Police Parade Ground in Kushalnagar by taking land from Municipal Council.
